COVID-19 Grant Programs

The City of Costa Mesa has distributed grants to over 450 local Costa Mesa businesses with over $3 million in COVID-19 funds and over $1.5 million City reserve funds. The distribution of these grants was delivered to eligible businesses through the Small Business Relief Grant Program’s triage to the economic fallout from necessary health actions to prevent the spread of COVID-19  and followed by the Bridge Grant Program, which supported businesses through the gap in federal and state fiscal support during the second regional stay-at-home order. The City is now focusing on seeking programs that can offer more long-term support as we transition from limited accessibility to a more open market environment. The City would like to recognize our program administrators. We partnered with the Orange County Small Business Development Center (OC SBDC) for the Small Business Relief Grant program. For the Bridge Grant Program, we partnered with LISC LA. OC SBDC continues to be a resource for small businesses throughout this pandemic. SMALL BUSINESS RELIEF GRANT PROGRAM

PORTAL FOR EXPENSE SUPPORT AND FINANCIAL RECORDS

As required by Federal regulations under the CARES Act for small business relief grants, each grant recipient shall provide the following documentation to substantiate their grant expenses:

  1. Eligible grant expenses: Please upload invoice support and payment proof for eligible expenses, which include but not limited to, rent, utility, payroll, inventory, PPE, and cleaning supplies, etc.
  2. Eligible expenses must have been incurred between March 1, 2020 to December 1, 2020.
  3. Other federal assistance: Federal regulations also prohibit “double dipping”, meaning that the same small business grant expense cannot be funded from other federally sourced program such as the Paycheck Protection Program and Economic Injury Disaster Loan, etc. Please respond to questions regarding other federal assistance and upload relevant financial records.

All submittals shall be reviewed by a City contracted representative from a certified public accounting firm, as agreed to in the Grant Agreement. If you are contacted by a City representative regarding the material you submit, please respond within 10 days. Please complete the form below and upload all relevant documentation.

BRIDGE GRANT PROGRAM

The City at this time is not processing the receipts for this program. Grant recipients will be notified when the City starts audit of this program.
